How do I get my new neighbor to shut his overly sensitive car alarm off?

Almost nightly and sometimes more than once a night, my new neighbor's car alarm goes off. For some reason, 3:30 am is a favorite time for it to go off. The neighbor is able to shut it off EVENTUALLY after half a minute or 45 seconds but by then my sleep has been disturbed. We live in an apartment complex, so it's close quarters and I don't want to have an ongoing fight with them about this.
